Chief Scott Tod
Chief of Police Scott Tod was sworn in to his position at a change of command ceremony held on Friday, January 22nd, 2016 at 22 Wing/Canadian Forces Base, North Bay
Previously, he served for the Ontario Provincial Police as deputy commissioner, investigations and organized crime from 2010 to 2015. In this role, he oversaw specialized law enforcement services and criminal investigations including organized crime, intelligence, behavioural sciences, anti-terrorism, electronic crime and drug enforcement.
Since he joined the OPP in 1982, Chief Tod served in a variety of leadership capacities. He was a unit commander providing in-service training for the OPP and First Nations police, a detachment commander in Temagami, and a regional commander for the north east region. He also served as an investigator in the OPP’s anti-rackets branch before becoming deputy director and officer-in-charge of the Canadian Anti-Fraud Centre in North Bay.
In 2006, the commissioner of the Competition Bureau of Canada presented him with the Award of Excellence for his work in mass marketing fraud and for developing a national mass marketing fraud working group.
Chief Tod served as a major case manager in the OPP’s criminal investigations branch for five years and he was designated as a multi-jurisdictional major case investigator by the Ontario Ministry of Community Safety and Correctional Services.
He also has represented the OPP on provincial, national and international committees with other law enforcement and government agencies working together on policing issues that included counter terrorism, organized crime, as well as intelligence and electronic crime.
The current co-chair for the Canadian Integrated Response to Organized Crime Committee, Chief Tod is also the co-chair for the Canadian Association Chiefs of Police's Counter Terrorism National Security Committee as well as its e-Crime Committee. He is a member of the Ontario Association of Chiefs of Police, the Canadian Association of Chiefs of Police, the International Association of Chiefs of Police and the International Association of Financial Crime Investigators.
Chief Tod is a graduate of the Leadership in Counter Terrorism Programme and received his Diploma from the Canadian Forces College Canadian Security Studies Programme. He is a former officer of the Canadian Forces, Maritime Command. In 2008, he attended the Governor General's Canadian Leadership Conference.
From 2010 to 2013, Chief Tod was a member of the Nipissing University Board of Governors. An Officer of the Order of Merit of the Police Forces, he is also the recipient of the Police Officer Exemplary Service Medal and the Queen's Diamond Jubilee Medal.
